AECOM has been appointed by the Hong Kong-Dongguan Sea-Air Intermodal Transshipment Logistics Park Management (Dongguan) Limited, a wholly-owned subsidiary of Airport Authority Hong Kong (AAHK), to deliver the HKIA Dongguan Logistics Park.

\n\n

This strategic initiative will establish a direct link between Hong Kong International Airport (HKIA) and Dongguan, a key manufacturing hub in the Chinese mainland. By combining Hong Kong’s robust air cargo ecosystem and Dongguan’s export-driven manufacturing strength, the project aims to unlock new efficiencies and drive significant economic growth across the Greater Bay Area (GBA).

\n\n

As the lead consultant for Phase 1 of the project, AECOM is overseeing the design, contract and construction management of the key infrastructure, building on the team’s previous end-to-end services, spanning masterplanning, design and technical studies. This initial phase includes an air cargo terminal complex, a barge terminal, freight forwarder warehouses and highly-automated facilities. A wide array of advanced digital technologies are introduced, including an intelligent guided vehicle (IGV) system and customised containers.

\n\n

The new logistics park is set to become the world’s first sea-air intermodal trans-shipment hub. Export cargo will be screened, palletised and airline-approved in Dongguan to comply with Hong Kong’s air cargo security requirements. Dedicated vessels will then transport the cargo directly to the airside of HKIA for onward trans-shipment to global destinations. Once operational, the facility is expected to handle up to 1 mil t of cargo annually, further strengthening HKIA’s status as a leading global logistics hub.

The three-runway system (3RS) at Hong Kong International Airport (HKIA) has been fully commissioned, with all three runways operating simultaneously on 28 November 2024. The completion of this project provides the expanded capacity for HKIA, helping to meet the airport’s target to serve 120 million passengers and handle 10 mil t of cargo annually in about 10 years from now.

\n\n

The 3RS project is a large-scale development that involved the formation of approximately 650 ha of land by reclamation (equivalent to 34 Victoria Parks in Hong Kong). Construction work started in August 2016, and the new North Runway was officially commissioned in November 2022.

\n\n

Since then, HKIA has continued to operate with two runways, while the Centre Runway was temporarily closed for reconfiguration. The reconfiguration work included relevelling of the runway pavement to tie in with connecting taxiways, constructing new runway entry and exit taxiways, building new wrap-around taxiways at both ends of the runway, and more.

\n\n

“The 3RS will significantly enhance the overall capacity of the airport, further expanding our extensive air traffic network and consolidating our position as an international aviation hub,” said Fred Lam, chairman of the Airport Authority Hong Kong (AAHK) at the commissioning ceremony.

“The commissioning of the 3RS will provide impetus for the Airport City development and support Hong Kong’s economic growth. Leveraging Hong Kong’s unique strengths, the Airport City will be a world-leading new landmark, attracting visitors from all around the world and driving Hong Kong’s economic development.”

Atkins, a member of the SNC-Lavalin Group, has been awarded a consulting services contract by the Airport Authority Hong Kong (AAHK) to support capital works on the Hong Kong International Airport (HKIA). The project aims to strengthen the HKIA’s role as a regional aviation hub by directly connecting passengers from the Pearl River Delta region in southern China via the Hong Kong Port to the airport.

\n\n

As part of this contract, Atkins will provide consulting services for building services and airport systems to support AAHK in the planning, design and construction management of its capital works project. This includes a feasibility study of the project, detailed design and supporting AAHK with contractors’ technical submissions review, site supervision, testing and commissioning during the construction phase. A leader in engineering services underpinned by digital solutions, Atkins will apply data extraction, analytics and visualisations to develop efficient BIM models to enhance project design, construction works and future operation and maintenance.

To meet growing demand, AAHK launched the Master Plan 2030, which outlines the airport’s future development plans. This involves the expansion into a three-runway system (3RS) from the existing two-runway system (2RS). The expansion will allow the airport to handle an additional 30 million passengers a year. The growth plan of the HKIA began with the reclamation of approximately 650 ha of land towards the north of the airport. The consultancy services contract for the reclamation project was awarded to Atkins in June 2015. As part of the contract, the company delivered the scheme design, detailed design and construction support services, including reclamation and airfield facilities covering ancillary buildings, systems and site wide utilities.

HKIA aims to become one of the world’s greenest airports, with its environmental plan containing more than 120 green initiatives. Some of these green initiatives include carbon and energy reduction, air quality monitoring, and green building design. Globally, SNC-Lavalin has developed the ’Engineering Net Zero’ (ENZ) programme, which focuses on leading the engineering industry to achieve net zero carbon as rapidly as possible by helping clients manage climate risks and build climate resilience. In 2022, the company launched Decarbonomics, a data-driven solution to decarbonise the built environment by adopting a three-step approach of benchmarking, road mapping and delivery of an organisation’s decarbonisation programme.

The third runway at Hong Kong International Airport (HKIA) was officially commissioned on 25 November, marking a key milestone for the airport’s expansion into a three-runway system (3RS). A ceremony was held at the new Integrated Airport Centre of HKIA.

\n\n

“Since the construction of the 3RS started in 2016, we have overcome many difficulties and challenges. The project is progressing on schedule with the new runway starting operation in July this year,” said Jack So, chairman of Airport Authority Hong Kong (AAHK).

\n\n

“I would like to express my deep gratitude to all airport colleagues for their tremendous efforts in completing the new runway, which provides fresh impetus to economic growth. The Airport City is also developing into a new landmark. These achievements are nothing short of miracles against all odds.”

\n\n

Construction work on the 3RS started in August 2016. The formation of 650 ha of land (equivalent to Hong Kong’s 34 Victoria Parks) through reclamation was completed in around four years. In September 2021, a ceremony was held to mark the completion of runway pavement works. The 3,800-m-long runway started its operations in July 2022.

\n\n

According to AAHK, the expansion of Terminal 2, construction of T2 Concourse, a new baggage handling system and automated people mover system are scheduled for completion in 2024 on time and within budget.

Chan Kwok-ki, Chief Secretary for Administration of Hong Kong, said, “The 3RS will significantly increase the passenger and cargo handling capacity of HKIA. With the distinct advantages of the strong support from the Motherland and our connectivity to the world, Hong Kong will maintain and enhance its status as an international aviation hub, to better dovetail with the macro strategies of the 14th Five-Year Plan and Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area.”
