Singapore’s Land Transport Authority (LTA) has awarded two civil contracts for the enhancement of a section of Loyang Avenue, Telok Paku Road, Nicoll Drive and Changi Coast Road at the Changi Northern Corridor, as well as the enhancement of road networks at the Pan Island Expressway (PIE), East Coast Parkway (ECP) and Changi Flyover at the Changi Southern Corridor to Samwoh Corporation Pte Ltd (SWC). Construction works for both contracts, which have a total value of S$522.40 million, are expected to commence in the fourth quarter of 2024.

Established in 1975, SWC is a local company that provides a full suite of civil engineering and construction services, with a strong track record in road-related infrastructure. Some of its past projects include the Sentosa Gateway Tunnel, new flyover slip road from Seletar West Link to Seletar Expressway (SLE), and the new road between Tanah Merah Coast Road and Aviation Park Road. The company is currently involved in the roadworks at Lim Chu Kang area.

Changi Northern Corridor

As part of the Changi Northern Corridor transport infrastructure improvements, the existing dual two-lane road from Loyang Avenue to Aviation Park Road will be widened to a dual four-lane road by 2030 to support the intensification of developments in the Changi industrial and business districts. Together with the completion of Loyang Viaduct in 2028, the widened roads will help alleviate traffic congestion in the Changi North area.

LTA had earlier carried out a comprehensive environmental impact study (EIS) along the area to evaluate the environmental impacts of the proposed road-related infrastructure works. As part of this study, nature groups were engaged to identify flora and fauna in the vicinity of the worksite, and to develop mitigation measures to minimise environmental impact. These measures include erecting noise barriers and limiting vehicle speed to reduce noise.  

LTA said it will continue to engage nature groups and stakeholders to keep them apprised of the development of the environmental monitoring and management plan (EMMP) and the progress of the works. In addition, LTA and the contractor will work closely with stakeholders to ensure that the works are carried out safely and with minimal inconvenience.

Together with the Loyang Viaduct, the enhancements to Loyang Avenue, Telok Paku Road, Nicoll Drive and Changi Coast Road will be part of the Changi Northern Corridor, serving key industrial and business districts such as Loyang Industrial Estate, Changi Airfreight Centre, and the Aviation Logistics Park.

Along with the two upcoming Cross Island Line (CRL) stations – Loyang and Pasir Ris East – and improvements to the active mobility network in Loyang and Changi North, residents, commuters and motorists can look forward to greater convenience, shorter travelling times, and improved intra-town and inter-town connectivity when the enhancements are completed by 2030.

Changi Southern Corridor

For the Changi Southern Corridor, the interchange at PIE/ECP/Airport Boulevard will be enhanced with a new vehicular underpass and flyover. The stretch of PIE between Upper Changi Flyover and Changi Flyover will be widened, and a new road will be constructed parallel to the ECP between Changi Flyover and Tanah Merah Flyover.

With the increased capacity and road enhancement, motorists can expect smoother traffic flow to and from Changi Airport to ECP and PIE/TPE, and between Tanah Merah Coast Road and PIE. These are expected to be completed by 2030.

To facilitate these works, traffic diversion on PIE and ECP will be necessary due to site constraints. Details of these diversions will be announced later, said LTA, and the authority will also take measures to mitigate inconvenience to motorists as well as to minimise impact to greenery.

The enhancements of the PIE and ECP between Upper Changi Flyover and Tanah Merah Flyover are part of the Changi Southern Corridor, which will support key developments in Changi East such as Changi Airport Terminal 5. According to LTA, the remaining tenders for the Changi Southern Corridor will be called from the fourth quarter of 2024.

These infrastructure improvements will enhance the multi-modal connectivity of the Changi region, and support the growth and development of Changi’s aviation sector. Works are expected to complete by 2034.
