T.Y. Lin International Pte Ltd (TYLI) has been appointed by Hwa Seng Builder Pte Ltd (HSB) and the Land Transport Authority of Singapore (LTA) as the civil and structural engineer of the design and build team to deliver Contract ER397 - the proposed expansion of the Kallang-Paya Lebar Expressway (KPE)/Tampines Expressway (TPE) Interchange. HSB is the main contractor.

The project includes the expansion of the intersection of two of Singapore’s busy expressways - the KPE and TPE, the construction of new vehicular bridges across Sungei Serangoon and Sungei Blukar and the construction of an arterial road from the interchange to Punggol Central as well as the associated drainage works. The new infrastructure is intended to ease traffic congestion and enhance access to Punggol for its growing population.

“The Punggol area is developing rapidly, so it’s important to ensure that the necessary roads infrastructure is in place to provide good access for the community,” said Teh Hee Seang, chairman of T.Y. Lin International Pte Ltd. “We are delighted to be working with Hwa Seng to deliver this project. With a programme of just 48 months, the team is focused on developing an efficient and sustainable design to support LTA’s objectives.”

TYLI is responsible for delivering the design of all the structural elements of the contract and the drainage works. The team will lead and support the required interfacing with LTA and third parties to ensure the delivery of an integrated and holistic design. TYLI will also be responsible for a number of statutory submissions and obtaining the necessary permits to ensure that the onsite works can commence. The team will also provide construction support to HSB during the construction stage of the works. The project is due for completion in 2019.

Lim Kuan Pow, head of bridges and special structures, will lead the team in the delivery of the TYLI services, which includes the civil and structural design for the structures and ancillary works as well as construction support during the delivery phase.
